Has The Clinton Foundation Been Warehousing Staff For Hillary Clinton's Campaign?

The New York Times reported that Clinton Foundation staffer Dennis Cheng is expected to leave his post at the foundation to join Hillary Clinton’s presidential campaign.
Dennis Cheng, a trusted aide to Hillary Rodham Clinton, will leave his post at the Bill, Hillary & Chelsea Clinton Foundation this week and is expected to join Mrs. Clinton’s campaign preparation efforts as a fund-raiser.
Cheng has been screening campaign staffers while working at the foundation, raising serious questions about whether the foundation has been serving as a warehouse for staffers of Clinton’s campaign-in-waiting.
More recently, Mr. Cheng has balanced his foundation job with meetings to screen potential 2016 campaign fund-raisers.
